PAGE PAGE 1 上海市集约化供水问题的研究 陈远鸣 (上海市给水管理处) 摘 要: 城市供水是城市基础设施的重要组成部分，城市供水的发展水平是城市现代化程度的重要标志，也是城市可持续发展的重要保障。目前上海自来水供应能力达到了一个新的水平，有效地保证了本市经济建设、城市发展和人民生活。 上海是“水质型”缺水城市。水资源的匮乏与配置的不合理性一定程度上制约了供水行业的提高与发展。研究上海供水的发展方向，探索集约化供水是水资源配置的重大课题，显得尤为重要和急迫。 论文综合分析集约化供水面对的水资源方面、生产系统、输配系统、管理系统存在的问题，采纳先进国家供水行业的管理经验，从实施原水集约化起头，开展水厂集约化建设，加快供水管网集约化改造和二次供水设施集约化改造，制订集约化供水的设计思路，同时在理顺水价体系、建立多元投资渠道、盘活现有存量、提高人员素质等方面构筑供水市场配套服务。 论文运用规模经济理论， 创造性地提出了上海集约化供水思路，阐述上海在集约化供水方面的基础和能力，以及在全国率先进行集约化供水的可能性和依据，从可持续发展的高度，揭示集约化供水的社会价值，同时完整设计了集约化供水的框架、步骤和实施要点，为上海供水行业的发展指明方向，为全国其他城市供水行业的发展提供借鉴。 Abstract: Municipal water supply is a very important part of infrastruction and its development is both the symbol of the modernization degree and the insurance of the sustainable development of a metropolis. Currently, Shanghai has reached a new level to insure the economy construction, city development and people life efficiently. Shanghai is a water-quality-shortage city. The shortage and inefficient distribution of the water resources has limited the improvement and development of the water supply industry in some degree. So it is very important and exigent to research the direction of water supply development during the construction of the international metropolis in Shanghai. And it is also a major task to explore the intensive water supply ways for the efficient distribution of water resources. This article analyses the problems of the water resources, production system, distribution system and management system in allusion to the status quo. We must also adopt the good experience of water supply management in developed countries to make the correct design for the intensive water supply from the intensive raw water supply, the intensive construction of the WTP, the intensive reconstruction of water supply pipe network to the second water supply facilities.
