内容摘要本文试图在借鉴国内外相关研究成果的基础上，分析产业集群演化与组织学习和知识 内容摘要 本文试图在借鉴国内外相关研究成果的基础上，分析产业集群演化与组织学习和知识 创新的实质，研究组织学习和知识创新推动产业集群成长和提高产业集群竞争力的作用机 理，并结合对武汉．中国光电子信息产业集群(武汉．中国光谷)的实证分析，提出以组织 学习和知识创新提升产业集群竞争力的对策措施。 首先，对国内外关于产业集群研究、组织学习研究进行回顾与评述； 其次，在分析全球化过程中产业集群特性和中小企业关系网络特性的基础上，考察产 业集群演化的内在动因和演变规律，提出产业集群的形成条件及传统产业区转变为学习型 区域的条件； 第三，通过对学习、知识获取和战略联盟问题的研究，提出通过系统学习和战略规划 获得动态核心竞争力、实旌当地化学习和内部网络技术支持的组织学习四阶段模型等组织 学习和知识创新方法； 第四，提出了产业集群中RD机构技术开发和技术扩散的模式，分析了发达国家产业 技术政策与合作关系的基础； 最后，分别对比利时佛兰德斯语谷、英国高保真音响产业集群和欧洲高科技中小企业 集群演进中的组织学习和知识创新进行了案例分析，并对“武汉．中国光谷”组织学习与 知识创新情况进行了调查分析，并得出若干有意义的结论。 关键词：产业集群，组织学习，知识创新，战略联盟 AbstractThe Abstract The research tries to analyze the evolution of industry clusters and nature of organizational learning and knowledge creation based on related research result of civil and abroad，studies the interaction mechanism of promoting the growth of industry clusters and enhancing the competitiveness of industry clusters by it and proposes the policies and measures of highlight the industry clusters competence according to the empirical analysis of Wuhan．China Opt Electronic Information Industry Clusters[Wuha．Optics Valley ofChina(OVC)】by use ofit． Firstly，reviews the research literatures for industry clusters and organizational learning； Secondly，observes the immanent and change rule ofindustry clusters by analysis ofthe characters ofindustry dusters and relations network ofSMEs and suggests the conditions of forming industry clusters and transforming from traditional industry district to learning district； Thirdly，proposes the approaches to acquire dynamic core competences through meta-learning and strategic context and implementing localized learning and intra-organizational learning (phased-model approach supported by intranct technology)；Fourthly,depicts the patterns of technological development and technology diffusion ofRD institutions and analyses the base ofthe relationships between industrial technological policy and cooperation ofdeveloped countries；Finaly．cases study have been di
