AbstractElite Abstract Elite in safe area is the first resources of safe production enterprise，which is also a strong driving force of the fundamental improvement in safety production．Since the birth of safety science，elite in safe area has improved their professional competence greatly and ensured monitoring，supervising capability，management level of safe production． Especially the implementation of the strategy of‘‘invigorating security through talented person”，Put forward higher requirements to them and this measure has obviouslv promoted and improved the safe production situation in our country． However，with the implementation of the strategy of integration of the Beijing—Tianjin·Hebei region，evacuating of the less important enterprises and business， and the rapid development of the safe industry，the scale and demand of elite in safe area in Beijing has mass transformed．Meanwhile，competency theory has been extensively spread and researched in every industry or field after it was introduced into Our country,my thesis take this as a starting point for detailed study，then analysis capacity characteristics of elite to meet the requirements and ensure safety expectations of the work of safe production． It analyzed the development of competency model and related research through retrieval firstly,and given definition and types of elite in safe area,then analyzed the capacity demands of elite in safe area from the perspective of safety discipline comprehensive properties，legal culture，and psychology management．After that it get hold of safety production characteristics of Beij ing and the current situation of elite by analyzing the present situation of the whole production in Beijing，and designed the competency questionnaire of elite in safe area by using the four methods of study,which is documentary analysis， expert interview, questionnaire and text analysis． Finally, it concluded the competency model consists of five dimensions，3 1 measures of competence through the
