策共同决定的农民工在城市的边缘化存在，或者说是由于社会还没有形成农村人 策共同决定的农民工在城市的边缘化存在，或者说是由于社会还没有形成农村人 口向城市转移的健全机制而造成的，比如法律层面的迁徙自由及其保障机制；灵 活、便捷、等价的土地财产权的退出机制；农村人口进入城市以后的就业、子女 教育、社会保障、享受公共服务的接续机制等。农民工阶层的出现顺应了社会发 展的一般规律，是中国经济、社会、政治发展的重要的“生长点”，但他们目前 是在制度的夹缝中艰难生存，他们的边缘化存在不利于推动城市化进程，不利于 中国未来的经济发展、政治稳定和社会全面进步。目前，政府过程还没有有效地 整合这一巨大的社会结构性阶层；帮助农民工阶层在城市谋求发展、实现转移的 政策和制度还有待创新和完善。农民工是推动中国城市化和现代化进程的一种自 然力量。政府方面要有意识地利用好这一阶层的巨大自发性社会流动力量，合理、 有序地引导农民工向城市转移i逐步诮除其边缘化状态，最终使其融入城市。这 将成为彻底完成中国社会结构转型和城市化宏伟目标的良好开端。 关键词：城市化农民工政府过程政策创新反城市化 A A Study of the Problem of Peasant-Workers in the Process of Urbanization Abstract Based on the principles of historie materialism and within the conceptual framework of”governmental process”，thiS paper historically， comparatively and sociologically explores the causes of the emergence of peasant—workers in the past and i ts influence on the present of Chinese society：it explores the constraints and the relevant countermeasures to thiS problem as well．ThiS paper holds the stance that the problem of peasant—workers iS vital to China s economy，politiCS，SOCial stability as well as to its development：that a market—oriented development strategy should be pursued in order to solve this problem：that the problem of peasant—workers can only be dealt with through the adjustment of the governmental process as well as the initiation of relevant poliCies． In the preface of this paper，relevant research documents about thiS problem have been sorted and analyzed in detail：the researching methodology of thiS paper iS demonstrated：and certain terms employed in this paper are analyzed and even redefined．The first chapter of thiS paper explores the historiO factors that caused the emergence of the peasant—workers， e．g．，their implementing of counter—urbanization polices that led to the massive surplus of labor force in the rural areas； the absence of certain channelS and mechanism for the transmitting of peasantS to the Cities which resulted in the ferming of a huge peasant—workers populace．The second chapt
