Since the 1980s, public health workers are increasingly clear that the ultimate source of many health problems is from physical and social environment, which changes the traditional medical knowledge of what health is the previously exclusive domain. Facts have proved that, the root of many health problems is closely related to the citys physical environment. Reflections on the construction of urban space, particularly on the review of human living environment which is the center of human activities, which makes people realize taht creating an organic form of urban settlements to make the physical environment to health status; creating a kind of residential space which is conducive to promoting the health behavior to improve the health status of the residents, is the current development trend of urban settlements. In the general medical theory, the health concept has been extended to a broad range of three levels which contains physical, psychological, and social level. For residential space is concerned, the implementation of the health status depends on the occurrence of health behavior. Therefore, the paper selected settlements health behavior as a starting point for health promotion, import the Theory of Health Behavior Change. And based on the three ways of behavioral changes which are enhancement, stimulus control and cognitive, explorating the logical relationship between the health behavior and the space environment, refining settlements space elements which is under the health-oriented, and raising the corresponding construction strategies. The logic relationship between the three ways of health behavior change and the space environment have decided the space content which meets the health needs of the settlements.
