As the largest resource state of cross-border education and the exogenous latecomer of quality assurance, China faced the chai le nges of adapting to the tre nd of in ter nati onal higher educati on quality assuranee, and enhancing the capacity of the cross-border education quality assurance in the internationalization process of higher education. To strengthen the capacity building of higher education quality assurance, it should improve the degree of internationalization by participat ing;strengthen the cross-border educat ion quality managemenl according to the clear benchmarks;promote professional construction of quality assurance;and guide the quality assurance agency to apply external audit to realize the enhancement of quality assurance normalization.
