The current effective Verification Regulations of Levels （JJG 425———2003） proposed two calibration methods，which are collimator method and the traditional outdoor method. However，the device to be used for the collimator method cannot be set up because the Regulations haven’t specified mechanical structures and parameters of the device. We have developed a set of indoor verification device based on the collimator method，which uses two sets of radial collimator with built-in barcode reticle. The indoor verification of digital levels is realized. Error analysis and experimental results show that the device can meet the requirements of Verification Regulations of Level Ve
