首都经济贸易大学硕士学位论文《基于北京地名特征的地名管理方式研究》 首都经济贸易大学硕士学位论文 《基于北京地名特征的地名管理方式研究》 第 第 PAGE 3 页，共 57 页 论文提要 地名是城市历史、城市文化的重要载体，地名管理是城市管理的重要组成部分。 随着我国城市建设的快速发展，城市地名的地位和作用愈加重要。而我国对于城市地 名管理研究的成果尚不多见。如何对城市地名进行有效的管理，为公众提供优质的地 名服务成为亟待解决的问题。本文选取北京市为特定研究区域，采用文献资料收集、 查阅、分类统计、理论文献分析等研究方法，归纳整理了北京地名所具有的特征，包 括地名的通名特征、命名特征即历史特征、社会特征、文化特征、地名群特征以及分 布特征，并以此作为研究北京地名管理方式的基础，进而通过分析北京地名的管理现 状及其所存在的问题，提出了基于北京地名特征完善北京地名管理的原则和方式。论 文借助新公共管理及新公共服务理论为指导，从管理结构和管理路径两大方面提出了 完善北京地名管理方式的建议，旨在通过体制机制、法律法规、公共服务、内部管理、 社会管理、服务市场化等路径来完善北京地名的管理方式，使北京地名管理上升到公 共管理及公共服务的高度。 关键词：北京地名 地名管理 地名服务 Abstract The place names is an important carrier of urban history and urban culture. Place names management is an important part of urban management. With the rapid development of China’s urban construction, the status and roles of the city names are more and more important. In China, there is little research of the urban names. How to manage the city names in an effective way and provide quality services of names for public had become an urgent problem. This paper selects Beijing for a particular study area, using literature data collection, inspection, classification and analyze the characteristics of Beijing place names. Including the generic features of the place names, naming the features of the history characteristic, social characteristic, cultural characteristic, group characteristic of geographical names and distribution characteristic, and as a basis way for study of geographic names. Then through the analysis to manage the current situation and existing problems of Beijing place names. Suggest the management principles and methods which is based on Beijing names’ characteristics. The author uses the new public management and the new public service as a guide. From two aspects which is management structure and management path to study the management of Beijing place names.
