摘 要：从技术和机制的结合方面探讨智能电网与其之前的电网发展阶段的差异。以欧美智能电网研究和建设的现状为前
提，讨论智能电网发展需要的机制和制度基础。讨论电力市场环境下智能电网的建设与发展及其对电网自动化技术带来
的影响，认为电力市场提供的价格信号是电网自动化系统的新的增量信号，这将对电网自动化技术和智能电网技术产生
十分显著和深刻的影响。并进一步讨论了智能电网的发展可能存在的潜在的技术和制度风险。

Abstract : This paper discusses the policy, mechanism and technology foundation of the smart grid and compares those
with the conventional power industry. Base on the smart grid experience in Europe and United States, this paper
evaluates the smart grid evolution in market environments and proposes the market mechanism as the institutional
basis for the smart grid. It discusses the market impact to power system automation technologies and concludes that the
next generation power automation system shall embrace market price signals as key new parameters. The market
mechanism does and will have significant and profound impact on the smart grid development and the next generation
of power system automation solutions. F
