II II Abstract The construction of the university president’s accountability system has an important significance. University president’s accountability system can optimize the macro management system of chinese higher education ,and constraint the power of the university president ,and guarantee the fairness and public interest of higher education. The theorical basis of the establishment of the university president’s accountability system are modern democratic politics,public administration theory and principal-agent theory.The main research of this thesis includes the necessity of establishing president’s accountability ,the way of the construction of the accountability system and some special problems that constructing the accountability may confront. Firstly, the necessity of the establishment of the university president’s accountability is analized. The establishment of the university president’s accountability is an important means of overcoming the drawbacks of the university president’s responsibility system, an important way of constrainting the power of the university president, an inevitably requirement of guaranteeing the fairness and public interest of higher education. Secondly, some special problems which constructing the accountability may confront is researched. Some special problems may be confronted when the accountability is established ,for example ,the special power structure,the adminisration trend of chinese university, the president’s responsibity system under the leading of the Party. Those special problems are the main diffrence from the administration accountibility and the foreign university president’s accountibility systems. Thirdly, the basic principle and method of establishing the accountibility system is analized. President’s accountability system has strict logic and is a system of scientific management system.
