In Gansu Province, the government has adopted Non-equilibrium model of development for long time. They pay more attention to the urban economy, urban development, and urban construction, although after years of efforts, the quality and level of public services in culture, education, science and technology, health and other aspects has been improved significantly, but there is still a long way to go in the rural area, comparing with the strong demands for public services or with the urban supply of public services. Imbalance in the supply of urban-rural public services has become an outstanding issue in urban-rural Co-ordinate development of Gansu province in the new phase. We must crack urban-rural dual structure in order to curb and reverse the widening gap between urban and rural areas in Gansu Province, and the establishment of a unified public service system is the cornerstone, even more the key, for solving the problem.
