II II ABSTRCT High-tech industry is an important position in international economic and technological competition. The development of high technology and basic industry, to promote the upgrading of the industrial structure, improve labor productivity and economic benefits, has an irreplaceable role. Not only pay attention to the digestion and absorption of advanced technology introduction, but also attach importance to the independent innovation of the high-tech industry, make use of all favorable resources, improve the technical level of Jiangsu high technology industry. This paper on the basis of the new classical theory of economic growth, use Solow residual method to obtain the contribution rate of technological progress of high technology industry in Jiangsu province, and study whether the main source of technology progress is the introduction of technology or the independent innovation. When we measure the Contribution rate of technological progress ,we use the Co Bbu Douglas production function. By linear regressing we determinine the capital output elasticity which is 0.67 and the labor output elasticity which is 0.33.Then calculate the contribution rate of technological progress,contribution rate of labor, contribution rate of capital. In 1996-2009 ,capital growth is a significant factor in Jiangsu high technology industry growth, In most years capital contribution rate is more than 50%. Technology progress is the second factor to promote the high-tech industry growth, in most years its always positive and more than 30%. in the early stage the growth of the labour did not promote the high-tech industry growth,it was even a obstacle. This paper divides the source of technological progress into two channels: independent innovation of endogenous and exogenous introduction of technology.
