江苏省电力调度中心现代化管理方案研究工商管理系 江苏省电力调度中心现代化管理方案研究 工商管理系 邹迎 指导教师仇向洋 东南大学 摘要 进入2l世纪，企业间的竞争更多的将集中在企业内部人才的竞争上，两如何能够 调动企业内部员工的积极性和创造力是每个企业十分关心的问题。中国的企业尤其是一 些具有垄断性的企业面对逐渐开放的市场和激烈的竞争，必须改变原有的管理模式，适 应外部环境的变化。 为了建立国际一流电网调度机构的要求，江苏省电力调度中心需要重新整合自身的 资源，同时更进一步的调整内部结构与管理机制。本论文旨在运用现代管理的一般理论 和最新的研究成果，通过对江苏省电力调度中心进行现场的调研及结构化的分析与研 究，对电力调度机构的自然状态进行管理诊断，以便发现和整理适合调度机构的一般规 律，并力求在管理理念、方法和手段上实现管理创新， 在管理模式调整过程中，充分考虑了调度中心的内部特点。利用“4S4C”的企业诊 断模型分析现实状况，提出相应的建议。采用分阶段进行的方式，逐步引进标杆管理、 项目管理、建立学习型组织等现代的管理理念与方式，改革原有的等级式的管理模式， 改变内部员工的工作态度，力求达到形成调度中心核心竞争力，提升中心管理水平的目 的，形成具有江苏电力调度通信中心自身特点的现代化管理模式和方法。 关键词：现代化管理模式，学习型组织，项目管理，标杆管理 Research Research on the Modern Management Approach of Jiangsu Power Dispatch Center Abstract ZOUYing At the dawn ofthe 21st century,more competition between the enterprises is focused on the human resources in the firm itself Consequently,the key problem every enterprise concerns is how to inspire the enthusiasm and creativity of the personnel．The Chinese enterprises，especially those monopolistic companies are facing the opening market and fierce competition step by step．So，they have to reform their former managerial style SO as to fit in with the changing environment． For the sake of construction of a world—class power dispatch center,Jiangsu Power Dispatch Center needs to reorganize its own resources，and at the sanle time fl／l曲er the adjustment of its inner organization structure and managerial regulations．By the implementation of the modem managerial theory and the results after exploration，combined with the field analysis and research for the Jiangsu Power Dispatch Center,it aims to find out and coordinate suitable general rules for the power dispatch center．Furthermore，it tries to realize the innovation on the managerial theory,approach and tools． In the process of managerial a西ustment，the idiosyncrasy of the center has been fully considered．The“4S4C”analysis model is used to explore its status，then，bring forward relevant advices．Also，stage by stage，by utilizing some modem managemen
