I I 摘 要 金融生态是一个从自然生态的概念中引申出来的仿生概念，当运用生态学的 方法和成果来分析、考察金融问题时不难发现，金融系统的确是一个具有很多生 态学特征的系统，这有助于认识和分析我国金融体系存在的问题，并可以通过生 态问题的思考模式来有效的解释我国的金融问题。 中国人民银行行长周小川博士曾多次提出要着力改善金融生态环境，并要求 人民银行分支行把促进改善区域金融生态环境作为服务地方经济建设的一项重 要工作。改善金融生态环境既是统筹金融改革与经济体制其他领域改革的客观需 要，也是保持金融与经济可持续、协调、和谐发展的重要保证。 长期以来，江苏省约 70%的金融资源集中于苏南地区，金融生态环境的差异 是造成这种金融资源配置的高度集中的主要原因之一，对江苏省各地区的金融生 态环境进行科学有效的评估，既是对造成金融配置和发展差异性的量化分析，也 为有针对性地提出改善区域金融生态的对策、措施、引导资金投向提高资源配置 效率奠定基础。 首先，本文阐述了生态、金融生态、金融生态环境的概念及理论基础，并对 金融生态和金融生态环境概念做了进一步的区分，提出自己对金融生态环境的认 识。 然后，通过对以往专家学者已有研究成果的学习分析，并根据江苏省实际情 况，本文尝试构建一套金融生态环境评价指标体系，该评价体系旨在分析江苏省 金融生态环境现状及其成因，为制定改善区域金融生态对策提供依据。评价过程 和技术路线由三个层次构成。在方法上创新的采用因子分析和最优组合赋权的模 糊综合评价法相结合来计算金融生态 环境指数，以《江苏省统计年鉴》 （2000-2007）、《中国金融统计年鉴》（2000-2007）等中查得的数据为基础，计 算江苏省各地级市的金融生态环境指数，分析江苏区域金融生态环境的现状和目 前存在的问题。 最后，总结了评价中制约江苏省金融生态环境优化的主要问题或因素，然后 针对这些突出问题，本文对江苏省金融生态环境优化与建设提出改进的对策与建 议。 关键词：金融生态环境；因子分析；最优组合赋权；模糊综合评价 II II ABSTRACT Financial ecology is a bionic concept that comes from the concepts in natures. When we analyze and review a finance question with method and production of ecology, we can find that the financial system indeed an system taking on many ecological features. These help us know and analyze the question existing in finance system of our country, and also help us explain financial issue. Dr. Zhou Xiaochuan, the president of Peoples Bank of China proposed to exert to improve the environment of financial ecology; he also demanded the embranchment of Peoples Bank of China to take improvting environment as an important task.
