摘要摘要 摘要 摘要 高中教育是继义务教育后进入高等教育的桥梁，是教育体系中不可缺少的 部分。近年来，随着人们对教育的需求和关注越来越高，义务教育得到全国上 下各方的高度重视，其教育经费的保障体系也得到很好的完善。但是，高中教 育却因为缺少法律依据和政策支持，其教育经费不能得到有效保障。江苏省作 为全国首列的教育强省，其高中教育的经费保障不能与其靠前的排名呼应，教 育经费保障上存在很多问题和不足。 调查研究发现目前江苏省高中教育经费在收入来源和使用分配等方面存在 很多问题，包括财政性教育经费不足，人员经费不足，公用经费保障缺失，省 内地域、校际间教育经费投入不均衡，债务繁重等方面。研究发现这些问题是 由于缺少法律和政策依据，教育经费投入体制不合理，教育经费筹资渠道单一 等方面原因造成的。这些是高中教育经费保障机制不合理的表现，应该从教育 经济学的视角出发，探究建立如何使江苏省高中教育经费在现有基础上得到更 好保障的经费保障机制。新的保障机制的建立涉及到政策、制度的完善和调整， 政府首先应该建立提高对高中教育经费投入的意识，然后再进行相应的体制改 革和政策制度的完善。通过分项保障人员经费和公用经费、建立均衡性财政转 移支付制度、加强薄弱学校建设、完善助学政策、强化监督检查制度、建立有 效的债务化解制度等措施解决经费保障不足的问题。另外，针对教育经费筹资 渠道单一的问题，要拓宽高中教育经费的筹资渠道。 关键词：高中教育，教育经费，保障机制 AbstractAbstract Abstract Abstract The hi【gh school education is the bridge of compulsory and higher education，it is an indispensable part in the education system．In recent years，as the increasing of people’S needs and concerns to education，all sectors across the country attach great importance to the compulsory education，the security mechanism of education funding is well improved．However,as a result of the shortage of legal basis and policy support，the hi【gh school education funding can not be effectively protected． As the first colunm in education Jiangsu province can not respond to it’S front rank when it provides funding for high school education，there arc many problems and shortcomings in security of education funding． Through research and analysis，we found that there arc many problems in the source and use of the hiigh education funding,such as the lack of fmancial education funding,the shortage of staff funds，the missing of the public funding，the significant difference in the province，the heavy debts and SO on．Through depth analysis，we found that these problems were caused by the lack of legal and policy basis and the unreasonable financial investment system，in addition the single channel of education funding．These problems indicate that the security mechanism of education funding is unreasonable．We should discuss how to better the secu
