摘要高中阶段教育在我国教育体系中占据着重要地位，是连接基础教育和高等教育的 摘要 高中阶段教育在我国教育体系中占据着重要地位，是连接基础教育和高等教育的 桥梁，承担着为高等教育输送合格人才的重要责任。然而，目前江苏省高中阶段教育 的发展出现了一些问题，其中省域内教育经费投入使用不均衡表现的尤为突出。这种 现象集中体现在区域间和城乡间财政性教育经费投入不均以及政府和受教育者个人 承担教育成本不均上。 为提高江苏省内区域间和城乡间高中阶段教育发展的均衡性程度，合理确定政府 和受教育者个人分担教育成本的比例，就必须对江苏省当前高中阶段教育财政性失衡 状况做比较清晰的了解。教育经费收支情况、教师的工资福利待遇情况和办学条件高 低最能反映这种失衡的程度，因此需要对这三个指标进行比较深入的分析。经过分析 研究，江苏省区域间、城乡间以及政府和受教育者个人间的财政性失衡已经到了非常 严重的地步，已经阻碍了高中阶段教育的正常发展。解决此问题，既需要政府加大对 教育的投入力度，也需要制定对经济落后地区资助的相关政策，还需要合理划分政府 和个人在教育投资中的责任。 通过收集翔实的原始资料，并经过精确计算，本研究得到了省域内高中阶段教育 财政不均衡问题的相关数据，摸清了这种失衡的真实状况，并提出了若干建议，为政 府部l-J铝ll定有关政策措施提供了理论依据。 关键词： 高中阶段教育， 财政均衡， 教育经费 AbstractHigh Abstract High school education stage plays an importtent role in 0111countrys educational system，and it is the bridge that connects the elementary education and higher education,and it undertakes the improtant responsibilities to cultivate qualified students into higher education．However,some problems have arisen in high school education of Jiangsu province，especially in the uneven educational appropriations．This kind of phenomenon embodies the uneven educational appropriations between urban and rural zones．We Can see this phenomenon also shown in the uneven assumed education costs bet、^，een nle government and individuals． In order to keep the balance of Jiangsu province’S high school education between urban and rural zones，to determine the costing proportion between the government and and individuals，it have to understanding dearly the current condition of Jiangsu province，s Hi曲school education stage．The incoming and outgoings of educational appropriations，the teaters’salary and welfare，the condition to run a school，this three indexs call reflect me nle imbalance，SO it is necessary to analysis them in-depth．Through analysis，I See that the uneven condition in Jiangsu province is very serious，and it has hindered the normal development of high school education．To solve this problem，it need the government increase investment in education，also need the g
