出口信用保险与出口贸易增长:基于浙 江省数据的实证研究 胡赛 浙江大学经济学院 摘要： 出口信用保险是一种由国家财政提供保险准备金的政策性金融工具，以推动本国 出口贸易，开拓国际市场为出发点，保障本国企业的出口及投资收汇安全。文章运 用2003-2011年浙江省外贸出口额、22个出口行业和230个出口国家（地区）的 贸易额，以及同一时间段内浙江省出口信用保险数据作为样木，实证分析了出口 信用保险在促进出口贸易增长中的效果。研究结果表明:出口信用保险对出口的 促进作用较为显著，其屮，对具有较高风险、较高价值和较强外部融资需求行业的 杠杆作用更为明显，且对出口到发展中国家或地区的促进作用更明显。最后根据 研究结果提出相应政策建议，政府应该充分发挥出口信用保险在我国构建开放型 经济新体制中的重要作用，保险公司要提高出口信用保险 关键词： 岀口信用保险;岀口贸易;政策性作用; 作者简介：胡赛，女，博士研究生，美国密苏里大学联合培养博士生，主要从事国际 贸易、金融研究。 收稿日期：2016-11-01 Export Credit Insurance and Export Growth: Empirical Research on the Data of Zhejiang Province HU Sai School of Economics, Zhejiang University; Abstract： As a policy-based financial instrument for promoting export, export cred it insurance aims to encourage the enterprises to expand export and exploit the overseas market, thus providing risk guarantee for domestic enterprises export and investment in foreign countries. The paper invcstigatcs the impact effeet of export credit insurancc in promoting export trade growth using the foreign export volume of Zhejiang Province between 2003 and 2011, trade volume of 22 export industries and 230 exporting countries ( regions), and the contemporary data on export credit in sura nee in Zhejiang Pro vince as samples. The empirical resu It shows that the expor t cred it insurance plays a signif ica nt role in prom oting expor t. The export credit insurance plays a more significant role in leveraging the industries with a high risk, high value, and high external financing demand. The export credit insuranee plays a more significant role in promoting exporting enterprises to export to developing countries or regions. Finally, the paper proposes the appropriate policy suggestions that the government should play an important role in the export credit insurance building a new system of open economy in our country, and the export credit insuranee company should improve the ability to underwri ting capacity and service for smal 1 and medium sized enterprises.
