I I 摘 要 摘 要 配置一只高效的项目团队，是工程建设项目人力资源管理的关键问题，也是 保障项目顺利完成的基础。本文以我公司所承建的一个化工建设项目为基础，研 究和分析目前项目人力资源配置情况，提出了改善和优化公司项目人力资源配置 管理的办法。 论文首先回顾了人力资源管理配置及项目人力资源管理有关的理论；然后用 PMBOOK 知识体系和 P-CMM 方法分析了在公司项目管理实践中存在的问题，如 组织结构、项目成员选拔与评估和项目实施中存在的人力资源配置不足等。作者 在上述分析基础上，提出了优化公司项目人员配置管理的系列建议，包括：组织 结构中多头领导，信息沟通的优化建议；总结公司长期选拔项目人员经验，提出 对项目经理和其他专业经理的选拔、考核、任用办法，并建议在项目中配置专职 的财务人员；在项目实施过程中，解决项目经理不足、多项目管理问题，施工队 伍管理和项目团队建设的建议。 关键词：建设项目，人力资源，组织结构，配置管理 II II ABSTRACT ABSTRACT It is the key problem of project human resource management and also the basis of project accomplishment to organize a highly effective team. Based on a chemical engineering project constructed by our company， this article researches and analyzes the present human resource staffing management， and points out the writer’s idea of improving and optimizing our company’s human resource placement. Firstly， the dissertation reviews relative theories about human resource placement and project human resource management. Next， the dissertation analyzes the project management actualities of the company which the author working for by means of PMBBOOK knowledge system and P-CMM method， and finds problems such as lack of staffing management in the organization， selecting and evaluating team workers， and project implementing. Based on the above analysis， the author brings forward series of optimized suggestions on multi-leaders， information communication； the dissertation also summarizes the experience gained in selecting project members in the long time， and puts forward measures on selecting， examining and appointing project manager and other professional managers； the author also advances to solve the problems， such as lack of project managers and multi-project management during the project implementation ， and proposes scheme for strategic management of constructing team， as well as project team organization.
