Thus, this paper suggests that in the process of deepening the reform of financial system, different policy methods should be adopted according to the different characteristics of the financial development among regions, at the same time pay attention to the universality of the financial system establishment, so as to narrow the difference of financial exclusion, and finally make bank creditors rights governance mechanism to be effective. Innovation of this paper is considering both the depth of the financial development – financial liberalization and the width of the financial development – financial exclusion, comprehensive research the influence of macro financial environment on the micro earnings management. Not only supplement financial development, also provide suggestions for Chinas financial deepening reform.
