基于目标导向的协同创新中心外部支撑 保障政策研究一一以重庆市为例 王放 重庆师范大学科研处 摘要： 【口的】通过对重庆市协同创新屮心组建格局的分析，探索创新驱动发展战略下 政府如何构建良好创新创业生态环境。【方法】对重庆市协同创新中心组建格局 的相关数据从纵向、横向进行比较分析。【结果】重庆市协同创新中心数量不足; 面向基础学科及文化传承类的较少;工学、医学所占比例较大，而人文社会科学 较少;不同类型的协同创新中心主体参与情况均较好。【结论】协同创新中心作 为“2011计划”的实施载体，理应得到以资金资助和政策支撑并重的支持。基 于“汇聚资源、激发活力”的基本原则，建立以导向性经费资助政策、多元化薪 酬绩效分配政策、专业化公共服务政策为主体的支撑保障政策体系，进一步夯实 政府主导、高校引领、企业主体的协同创新中心发展建设格局。 关键词： 口标导向;协同创新;支撑保障政策; 作者简介：王放，女，助理研究员，研究方向为高校科研管理， E-mail:244378983@qq. com 收稿日期:2016-12-13 基金：重庆市教委科学技术研究项目“创新驱动战略下的协同创新中心支撑保障 政策研究” (No. KJ1500335) Research on the External Support Policy of Collaborative Innovation Center Based on Goal Orientation:a Case Study of Chongqing WANG Fang Department of Scientific Research Management, Chongqing Normal University; Abstract： [Purposes] It explores how to build a good environment for innovation and entrepreneurship, based on the analysis of the structure of the collaborative innovation center in Chongqing. [Methods]It uses comparative analysis of the data from the vertical and horizontal structure of the collaborative irinovation in Chongqing. [Findings]Chongqing collaborative innovation center for shortage; the class of basic subject and cultural heritage is less medical engineering, the larger proportion, and less of humanities and social sciences;situeition of col laborative innovation center have taken better participation in different types. [Conclusions]As the carrier of the “2011 plan , collaborative innovation center should be supported by both financial aid and policy support. Based on the “convergence of resources, stimulate the vitality of the basic principles of” supporting the establishment of security policy system to guide funding policy, diversified performancc pay allocation policy, professional public service policy as the main body, to further reinforce the government, universities, enterprises leading collaborative development pattern innovalion center construction.
