城市化过程中耕地多功能的发展战略保护对策，保护粮食安全，促进开封农业的 可持续发展，从而促进人、社会与生态之间的和谐发展。 研究结果表明：2001 年-2010 年，开封五县的耕地功能表现出明显的时空差 异，随着开封市经济的发展，耕地的经济生产功能得到很大发挥，整体表现为增 长的趋势；在社会保障功能方面，政府注重解决民生问题，坚持以人为本，全面 发展各项社会事业，开封市耕地的社会功能也在逐渐加强；但是由于经济的快速 发展过于注重耕地的经济和社会功能，致使耕地的生态和文化功能缺乏重视，无 法跟上经济的发展速度，因此 2001 年-2010 年开封五县的生态服务功能和文化传 承功能波动较为剧烈，较为频繁，生态和文化功能在整个时段期间发挥的较不稳 定，开封市耕地的生态、文化功能尚有较大发挥空间，有待采取措施得以增强。 希望通过对耕地多功能性的分析，促使人们跳出对耕地认识的误区，从而对耕地 重新审视，从而来完善、创新和发展耕地的各种功能，更好地实现其系统功能。 关键词：耕地多功能，评价体系，耕地保护 II ABSTRACT The arable land is mankinds survival and development of the material basis, is an important base for human access to food, scarcity of arable land and limited supply requires us to be reasonable and efficient use of arable land. In recent years, with the rapid economic and social development, the arable land is undergoing profound changes, with many people in Chinas basic national conditions of lack of arable land resources, land utilization is low, the reserve of arable land resources are scarce increasingly significant, has become a constraint major obstacle to economic and social development in China. Human over-exploitation and utilization of resources, ecological damage and soil erosion, desertification, the large-scale use of pesticides and fertilizers, heavy metals, radiation and pollution and natural disasters led to a reduction in the number of arable land and the decline in the quality of arable land, coupled with on the arable land of chaos, land resources, destruction and ecological environment deterioration, and thus affect the food supply and food security, agricultural land utilization of single-function already can not meet urban growth multi-objective needs, therefore maintain the quantity and quality of arable land, arable land of protection and multi-functional use is crucial
