Abstract Sports public service system is based on the construction of the international tourism island,aiming to optimize and improve the construction of the Hainan township sports in vestment,provide convenient, safe and efficient public sports services and relevant products, promote the construction of Hainan international tourism island, arouse the enthusiasm of town residents to participate in sports to meet their physical fitness demand as well as achieve the goal of building bodies and cultivating sentiments, improve the township residents ’ happiness index and get the island match the title of Longevity Hainan. With the method of documents, questionnaire, logical analysis, data statistics, etc, this paper first states the construction of the international tourism island, and then elaborates the origin, the development and the basic features of the public sports service systems both at home and abroad. Based on the related investigation and analysis, the paper also explores the existing problems in Hainan rural sports public service system like the object fitness, grounds and facilities, fitness guidance, information supply and organization and management,and puts forward the corresponding construction strategies. The conclusions are as follows: First.extensive mass fitness programs are performed well in Haikou and Qionghai and the gender difference in participation is not obvious. The choices of sports time are mainly affected by occupations, and the retirees participate with the strongest motivation due to
