AbstractOne Abstract One of the important problems which colleges facing nowadays is how to implement the talent——concenred strategy and accelerate the culture of high—·quality teachers wi th the developing of col 1eges training． Nevertheless，how to carry optimum distribution and valid management to the coI Iege teachers affect schools’and teachers’personal development． Since the 1970s teacher training and the testing and evaluating movement of competency in schools basis competency in the North of America took Place，the competency model·ing practice has got great in the business field．However， the study of competency is underway in China， concentrating enterprises and companies．The research competency in the higher education field has been seldom d i scovered． The research of col lege teachers’competency is not only theoretical and practical task but also challenging topic．Some methods，such document analysiS， questionnaire and delphi—technique，are used．A series of demonstration study competency model and system from the angle of competency，on the basis of connection of qualitative examination and quantitative examination，is completed．All in a11，main achievements have been gained follows： Firstly，with the combination of competency model to college teachers，the writer research in several essential elements，such questionnaire research，the establishment of competency index system，the establ ishment of weight system and etc． Secondly，research in the application of different ways in different steps，how to Delphi to form competency index system，and how to obtains the weight value by using AHP． Thirdly，established the competency model and weight system for college study I eaders． Finally，established the the database model of college teachers’ competency，actual i zed the competency assessment based Internet． Key words：college teacher；competency；Delphi：AHP：assessment H 学位论文独创性声明 学位论文独创性声明 本人郑重声明： l、坚持以“求实、创新刀的科学精神从事研究工作。 2、本论文是我个人在导师指导下进行的研究工作和取得的研究 成果。 3、本论文中除引文外，所有实
