As is well demonstrated by both traditional and modern theories about international division of labor, the transformation and upgrading of processing trade for a country is fundamentally to improve the position of division of labor in global value chain. Strategies of the transformation and upgrading of processing trade in Shandong Province are characterized by region. It is necessary to study factors systematically which influence the transformation and upgrading of processing trade. In order to study enterprises internal factor, the core competence which influences the transformation and upgrading of processing trade in Shandong Province, different kinds of core competence are classified according to different sectors in value chain. By questionnaire and interview to leaders in some processing enterprises in Shandong, together with normative, empirical and statistical analysis, most of the enterprises are better at manufacturing, but are not fully capable of researching and developing their products, improving technology and opening up market. And most of these enterprises are suppliers located in low end in global value chain subordinated to other enterprises, which hinders transformation and upgrading of processing trade. By regressive analysis to external factors, industrial structure contributes much to the transformation and upgrading of processing trade, which means solid industrial foundation, good equipment manufacturing industry and improved associated facilities.
