Economy development depends on increase of investment and input of materials by way of extensive growth. The consumption of energy and biological resources grows quickly, and the ecological environment worsening is very serious.The contradictions between population and resources as well as economy and environment become severe. City ecological development is the way for humanity to goes out difficult position, and it is the necessity to realize city sustainable development. On the concept of eco-city, combing the present special situation of city construction in Harbin, this article establishes ecological footprint model suitable to Harbin on the foundation of predecessors’ studies. In this paper, we make assessment and analysis of ecological development in Harbin from aspects of ecological footprints, ecological carrying capacities and ecological tension index, point out the existing problems in the construction process of eco-city, and draw the conclusion that ecological footprints much surpass its ecological carrying capacities in Harbin in recent twelve years. In addition, using the principal components analysis, we compare ecological footprints with economic development, social progress and environmental variation, and find out that the development of Harbin is incoordinate, which over depends on consumption of resources and energy and influences balance of environment system. The pressure of ecological environment has been huge. Using the regression analysis, this article establishes prediction model in the dimension of time, economy and industrial structure, and confirms its validity in order to predict the trends of ecological footprint in the future and take measures to reduce the environment pressure.
