海项目进行国民经济评价的评价程序和评价方法；在分析了开发利用海洋的过程 海项目进行国民经济评价的评价程序和评价方法；在分析了开发利用海洋的过程 中产生外部性效应的原因之后，探讨了海洋开发活动效益费用的识别和调整；借 助效益费用比法，提出了对海洋开发活动进行国民经济评价的技术路线，并对海 洋环境以及海洋生态系统服务功能的价值评估进行了详细阐述。 5、以青岛鳌山湾港口建设项目为案例，进行了国民经济评价研究。 首先，本文分析了港口的开发效果；其次，本文对该项目的国民经济直接效 益和间接效益的内容、计算方法进行了探讨；再次，本文采用“恢复成本法”和 “生产率下降法对海洋环境的恢复成本进行了分析，并粗略估算了本项目所造 成的海洋生态系统服务功能价值损失，结果为16299．163万元，此外还对本项目 的使用者成本作了简要阐述。 本文的创新之处在于提出了对海洋开发活动进行国民经济评价的技术路线， 并指明了用海项目的间接费用由海洋资源的使用成本和海洋环境的恢复成本以 及海洋生态系统服务功能的退化成本三部分组成。本文的不足之处在于对案例的 分析过于粗略，且对国民经济效益的定量分析不够，需要进一步的完善。 关键词：海洋经济评价 财务评价 国民经济评价 — -L ne stuOy on economlC benetlt evalUartlOn about manne development activity Abstract According to the type，the economic benefit evaluation on marine development activity Call be divided into two kinds．the financial evaluation and the national economy evaluation．Generally speaking，the financial evaluation mainly takes the benefits of the marine project investors as the point of departure，which judges the project’S financial feasibility by budgeting the profit ability and the repayment ability； while the national economy evaluation takes the national and the social need as the point of departure，appraising the project’S economical rationality by analyzing the expenses for the marine project investment of the national economy aS well as the contribution to the national economy of the project． Because obtmns the good economic efficiency is taken as the point of departure for all producing activity,it is necessary to carry on financial evaluation to marine development activity．However,dependent on the characteristics of marine resources -scarce，multifunctional，related，嬲well as the series of questions about the marine resources and environment,it is more urgent and important to carry on national economy evaluation to marine development activity． But in fact，due to the misconception that resources are priceless，in Our country, the benefits of the marine development activity is appraised mainly by financial evaluation．This way takes maximizing the se
