PAGE PAGE VI III III RESERCH ON THE ENVIRONMENT PROTECTION PROBLEMS IN THE DEVELOPMENT AND UTILIZATION OF MINERAL RESOURCES IN GUANGXI ——WITH PINGNAN COUNTTY AS EXAMPLE ABSTRACT As the guarantee of national economy development, mineral resource, bringing remarkable economic benefit brought to society, causes serious ecological problems, results in environmental pollution and damage during the process of its development and utilization. Protecting environment effectively has been the urgent issues to tackle, due to different sorts of hampers, it is hard to protect the environment in a proper way in practice. To study the factors affecting environmental protection aims to overcome the negative factors and enhancing environment protection effectively with analyzing these factors, their structure and effect as far as possible. This article, taking Pingnan County in Guangxi for example, is focus on how to deal with factors leaving negative affect to environment protection and try to work out practical methods. According to analysis of specific measures, results, participants, different demands for interest and typical problems dealing with of Pingnan County, this paper presents specific factors influencing environment protection in the process of mineral resources development for Guangxi, works out the practical ways to existing unfavorable factors with public goods supply theory and coordinating management theory, therefrom it concludes the effective measures and sets up countermeasure system in order to develop mineral resources efficiently and protect environment effectively.
