贵州大学 贵州大学 2009 届公共管理硕士毕业论文 PAGE PAGE III 中文摘要 银行是金融体系的主体，它在我国金融发展和经济运行中处于核心地位。各国政 府都对银行采取比较严厉的管制，控制其外部负效应。近年来，随着贵州省新型银行 机构的不断增加，金融产品的不断丰富和混业经营程度的不断提高，银行体系风险不 可忽视。银行监管作为一种公共产品和公共服务，既承担着维系银行业安全的重任， 也关系到广大存款人的合法利益。贵州省行政监管部门能否有效适度地实施银行监 管，事关全省金融稳定和经济社会发展的大局。因此，研究贵州省银行业行政监管问 题具有十分重要的现实意义和理论意义。 本文运用公共管理学、金融学等学科的基本原理，采用规范分析、历史对比分析 和实证分析的方法，对贵州省银行业行政监管问题进行了较为系统、深入的探索。结 合作者在工作和学习中的感悟和经验总结，按照理论学习、发现和分析问题、寻找对 策的思路，重点分析了当前贵州银行业行政监管在监管法规、机构设置、监管技术手 段、部门协作配合、人员素质等方面存在的不足和问题，并试图从公共管理学视角提 出确立监管目标、完善地方法规体系、加强人力资源管理，增强监管回应性、建立金 融监管局试点等完善和加强我省银行业行政监管的现实对策和建议，探讨提高我省银 行监管能力，实施有效行政监管的方法和途径。 本文主要创新之处表现为：运用管理学有关思想，结合我国政府机构改革的发展 前景和贵州实际，提出在贵州试点建立一个综合性政府监管机构－金融监管局（一行 三局一协调）。即把属地银监局、保监局、证监局进行整合，建立与人民银行、省政 府财经办的协调机制，实现对以银行为主体的多种金融机构的共同监管，达到信息共 享、提高监管效率的目标。 关键词：银行监管 银行业金融机构 人力资源管理 金融监管局 PAGE PAGE IV Abstract Banking is the main part of the financial system, also the core of which financial development and economic operations in China. Every Government takes more strict regulating measures to banks, controlling its external negative externality. In recent years, Guizhou Province, as the continuous increase of new banking institutions, financial products and constantly enrich and continuously improve the level of universal banking, the banking system risks can not be ignored. Banking Supervision, as a public goods and public services, and not only bear the responsibility to maintain the safety of the banking sector, but also related to the majority of the legitimate interests of depositors. In Guizhou Province, Administrative regulatory can effectively implement appropriate banking supervision is related to the provinces financial stability and overall economic and social development. so, penman research administrative regulation of the banking industry in Guizhou Province have great practical significance and theoretical significance.
