With the development of the society, the demands for the companies of power transmission of are growing, such as safer power supplies and better services. At present, the construction modification of the power supply and transmission system has been paid great attention from the government. In the “Eleventh Five Year’s Program”, the nation’s main power transmission system and every province’s ones will be improved. The built quality of the substation which is an important part of the system construction will has great effect on the development of main system. So the engineering quality of it should not be ignored. In the present study, according to the substation(500,000V) engineering quality of the Harbin Extra-high-voltage Bureau, three kind of problems during the substation engineering quality management were mainly analyzed. The first kind was from the main body behaviors of the engineering quality management system. The second was concerned with the factors such as the staffs, machines, materials, laws, environment, which were affecting the engineering quality. The third one was existed in the process controlling of the engineering. It was found that for the main body behaviors the problems were that the behaviors of the construction, building and design companies were not normative. For the factors, the problems were that the quality management awareness of the staffs was poor, the quality of the raw materials did not meet with standards, the machines were old and the engineering environment and the management methods were bad.
