I I 摘要 中国游泳项目在世界取得巨大进步的同时，运动员的文化教育和退役保障问 题越来越成为社会各界关注的焦点。近些年，政府和业务部门通过优化体制机制、 改善教学环境、提高师资水平等一系列措施加强文化教育工作，但是，对于文化 教育的重视未真正落实到行动上，体育系统的义务教育游离于社会教育系统之 外，政策的严重不均衡性，“体教结合”发展缓慢，学训矛盾无法有效解决等问 题依然突出。针对这些问题，提出体育管理部门要解放思想，转变观念，将对文 化教育的重视落实到行动上；将体育系统开展的义务教育逐步纳入教育系统；将 文化成绩作为参赛的准入门槛，并计入代表团总成绩；采取灵活方式，提高高等 教育阶段教学质量；采取多种措施，协调解决学训矛盾；加大教育经费的支出和 投入等建议。 论文主要通过文献资料法、专家访谈法、问卷调查法、数理统计分析法和逻 辑分析法，对广东省优秀游泳运动员文化学习现状进行了系统研究，结果表明中 国陆续出台了很多促进运动员文化学习的政策法规，但缺乏考核和惩罚机制；教 学机构设置、师资水平、教育投入需要进一步增加；大部分运动员正处于学习的 黄金时期，但文化教育重视不足；文化课程安排及训练时间需要进一步优化；大 家都认为文化学习很重要，但落实在行动上不足；近些年文化教育工作取得了一 些进步，但是存在问题需要体育部门和教育部门通力合作来解决。 关键词：优秀游泳运动员；文化教育；现状；调查；广东省 ABSTRACT Chinas swimming in the world made tremendous progress toward projects at the same time, the cultural education and athletes retirement security problem more and more become the social focus.In recent years, the government and business department through the optimization system mechanism, improve the teaching environment, improve teachers professional level and so on a series of measures to strengthen the cultural education work, but, to the attention of the cultural education never really carry out in the motion, the obligation of the sports system, education in social education system free outside, policy of serious imbalance, combination of sport and education development is slow, contradictions cannot effectively solve the problems are still outstanding.Aiming at these problems, this paper puts forward sports management department to emancipate the mind, change the idea, to the attention of the cultural education will carry out in the motion;Will the obligation of education in the sports system, gradually into the education system;The culture of the scores as admittance threshold, and included in the delegation grade;Adopt a flexible way, promote higher education stage teaching quality;Take many kinds of measures to coordinate to solve the contradictions;Increasing education funds spending and investment and so on.
