The training of cadres plays a critical role in our economic social development. When our party and government attach great importance to the training of cadres, it is the basic requirements to make sure that cadres’educating and training are effective and practical by promoting the quality of cadre training. Harbin municipal party schools are where the training of cadres happens, so they play a significant part in training regional cadres. Recently, most of municipal party schools lack a sound quality assurance system. Therefore, based on learning from relevant research and findings as well as quality management theories it is necessary to bui ld an effective and feasible training quality assurance system, in order to improve the standardized management in harbin municipal party schools. From the perspective of quality management, applying theories of management ,leadership and adult education, this paper defines the connotations of quality, quality assurance and cadre training quality assurance, and analises theories about training quality assurance. This paper also introduces international standards as well as standards applied in our country, and takes Harbin for example analizing the current situation in training quality assurance. This system consists of four subsystem, namely, organization personnel system, document system, teaching system and eveluation system. The four subsystems work together and help municipal party schools to monitor, eveluate, improve, promote and assure the training quality. As a whole quality assurance system, it offers a systematic approach, which offers theoretical basis and innovation for municipal party schools to make their training activities sientific and normalized.
