The use of foreign investment to service for Chinas economic construction has become an important measure of our country and has received a remarkable effect. With the advance of economic globalization and Chinas enter into the WTO, the global foreign investment showed new trends。Harbin Development Zone (HDZ), the northeast national level development zone of china, as the platform of old industrial base innovation and the most important base of attracting foreign investment in Heilongjiang Province and Harbin city, these all bring Harbin Development Zone some opportunities and meantime Harbin Development Zone also faces the severe test. Harbin Development zone consists of Harbin Economic and Technological Zone and Harbin High and New Technological Development Zone merged into one in November, 2001. For the long time, HDZ has been attracting foreign investment by means of the preferential policies granted by the state. However, with China’s entry into WTO, few people make the research on how to attract foreign investment, the strategy of attracting foreign investment is thus put forward in this paper which will help HDZ remain competitive and have a promising future. First of all, this paper describes the main object which this paper researches- foreign direct investment, including foreign-owned and Sino-foreign joint ventures, Chinese-foreign cooperation and other forms of direct investment. And this paper analysis the characteristics and development trends of attracting foreign investment in china. This paper also researches investment practices about some developed countries, for example the United Kingdom and the United States and some typical regions of our country, such as Suzhou Industrial Park, Qingdao Development Zone
