II II A SURVEY REPORT OF GUARANTEE INDUSTRY DEVELOPMENT IN GUANGXI ABSTRACT Because of the development problem of SMEs which have unknown credit status and low credit rating, credit enhancement is indispensable when SMEs have financing demands. Guarantee institutions play an important role in enhancing SMEs credit, and help SMEs obtaining financing. In recent years, the guarantee industry ushered in a good development. The number and scale of capital and business of guarantee agencies made large scale growth. However, with the severe macroeconomic situation, guarantee industry has difficulties in operating, even some guarantee agencies violate the law. Going bankrupt, running away and other events happened, which made a bad influence to the whole industry and the whole economy. Therefore, to make a research to the guarantee industry, specifically its risk management, is particularly important. Based on the relevant research data by visiting and researching the guarantee agencies, regulatory agencies, banks cooperated with guarantee agencies, and the enterprises with financing and guaranteed needs, this thesis studies the status quo and current development situation of Guangxi guarantee industry. Firstly, this thesis summaries and analyzes the main problems and risks existing in Guangxi guarantee industry. Secondly, from the macro and micro aspects, find out the main insufficient and problems of risk management and focus on the measures that the guarantee industry takes on risk management, as well as the prevention effects resulting from risk management measures. Finally, put forward a sound risk management system to guarantee industry, and propose some specific countermeasures which can promote the guarantee industry developing more healthily and provide decision-making reference for the healthy development of the economy in Guangxi.
