＼删嘴中文摘要 ＼删嘴 中文摘要 国际政治道德是国际社会中制约和影响国际行为体之间关系与 行为的规范总和。它在促进世界和平与发展上发挥重要的作用，但受 制于国家利益、文化差异和国际社会的状态三个因素。当今世界国际 政治道德的发展条件在于：经济全球化的深入和全球性问题的出现； 国际组织的作用不断增强；国际法的不断完善与发展。而狭隘民族主 义、单边主义与霸权主义、极端宗教势力对当代国际政治道德则构成 挑战。 当代国际政治道德的主要原则包括：平等原则、诚信原则、公平 正义原则与和平原则。国际组织、国家、民众是国际政治道德建设的 三个主体。因此，完善国际政治道德可以从以下几个方面着手：联合 国应制定切实可行的国际政治道德规范，建构系统的国际政治道德机 制；国家应在国际政治活动中积极实践和推进国际政治道德。首先， 国家应加大对公平正义的追求。其次，国家间坚持平等对话，和而不 同、求同存异。再次，国家应正确处理国家利益、国家权力与国际政 治道德的关系。最后，大国应树立道德责任意识和中国对国际政治道 德建设的贡献；民众应采取多种方式充分发挥影响，监督国家践行国 际政治道德。 国际政治道德真正成为约束国家行为举足轻重的力量还需要经 历一个长期的过程，其间会经历困难与坎坷，但它的发展是国际社会 前景的必然走向。国际社会走上向善之路是可以期待的，实现和谐世 界的愿望也许并不遥远。 关键词：国际政治道德；国家利益；公平正义；和平共处；和谐世界 Abst Abst ract International political morality is the aggregation of rules restrict ing and affect ing the relat ions among the international entities． While it plays an important role in promoting the peace and development of the world，it is constrained by three factors，including nat ional interest， cultural differences and the condition of international community．At present the favorable conditions for the development of the international political morality are as follows：the deepening globalization and the appearance of the global issues，the greater role played by internat ional international international political morality，establish the systematic international political morality mechanism；States should be actively promote and practice the international political morality in international politics．First，State should increase the pursuit of fair and justice．Second，Countries should stick to the principle of dialogue on the basis of equality，seek harmony while reserving differences．Again， State should appropriately handle the relation between national interest，state power and international political morality．Finally，Moral responsib订ity awareness should be built by major countries and contribution should be made by China in establ ishing international political morality： People should take various measures to give full influences， urging countries
