In order to better satisfy the foreign cxchangc demand of international railway freight transportation market, this paper introduces inter-model transportation BL (bill of lading) into railway document system, and analyzes the feasibility of the BL in international trade. Through identifying and introducing the risks in main aspects after taking the BL, the risk evaluation index system is cstablishcd, and the important degree of each risk factor is judged objectively with extenics-based AHP method. Targeting the risk evaluation results of the BL, the paper analyzes the risk occurring reasons, and puts forward relative risk control measures, so as to effectively avoid risks.
