』煳嬲掣中文摘要 』煳嬲掣 中文摘要 中文摘要中又捅斐 互联网在方便哈尔滨农村居民经济生活的同时也在深刻改变着农村居民的政 治生活。’当前，．哈尔滨农村居民的网络政治参与积极性较高，但也存在着一些制 约农村居民网络政治参与的因素。政府和社会应该在消除城乡数字鸿沟、完善政 府网络立法、建立健全网络舆论引导机制和加强农村居民网络道德教育等方面积 极改革和创新，为哈尔滨农村居民网络政治参与创造更好的条件。 正文部分共分为四章。第一章为相关概念以及哈尔滨市农村基本情况的介绍； 第二章介绍了哈尔滨市农村居民网络政治参与的方式与网络政治参与的特点。第 三章由笔者对调查的分析发现哈尔滨市农村居民网络政治参与存在的问题并由此 找到其影响因素。第四章笔者根据哈尔滨市农村居民网络政治参与的影响因素提 出哈尔滨市应加快农村网络设施建设、完善网络立法、建立健全网络舆论引导机 制、加强农村居民自身网络素养的建议，为哈尔滨市农村居民网络政治参与指明 发展路径。 关键词：哈尔滨；农村居民；网络政治：政治参与 万方数据 黑龙江大学硕士学位论文Abstract 黑龙江大学硕士学位论文 Abstract The net not only makes easy the economic life of the rural residents in Harbin，but changes their political life．Nowadays，the net political participation enthusiasm of the rural residents in Harbin is greatly improved．However,there still exists with some restricting factors for the rural residents to participate in the net politics．The government and society should actively reform and innovate in eliminating the digital gap between the urban and rural areas，improving the net legislation，setting up and perfecting the guidance system of the public opinion，and enhancing the net moral education of the rural residents to create better conditions for the rural residents in Harbin to participate in the net politics． Body part is divided into four chapters．The first chapter introduces the concepts and basic rural situation in Harbin；the second chapter describes the way in Harbin rural political participation and political participation features．Chapter III found that rural residents in Harbin online political participation by the analysis of the problems the author of the survey and thereby find its influencing factors．The fourth chapter the author proposes Harbin network should accelerate rural infrastructure construction， improve the network of legislation to establish a sound mechanism to guide online public opinion，proposals to strengthen rural residents own network literacy for rural residents in Harbin based on factors of rural residents in Harbin political participation online politic
