内容提要可持续发展观的提出并在全球范围内达成共识和付诸实施，反映 内容提要 可持续发展观的提出并在全球范围内达成共识和付诸实施，反映 了世界各国对解决目前威胁人类生存的环境问题的迫切愿望，标志着 人类对发展问题的认识不断走向深入。作为一种理性的发展模式，要 保持其科学性、合理性和持续性，不仅要在实践中确立政策的基本导 向，更要建立起自我评价、自我约束、自我反省、自我规范的机制。 历史和现实进一步告诉我们：随着生态系统遭到愈来愈严重的破坏和 环境危机的日益加深，要在更加全面、深入的层面上实施可持续发展 战略，不能仅仅依赖技术、经济和法律的手段，还必须同时诉诸伦理 信念，建立相应的伦理机制。只有以伦理信念为基础，以伦理机制为 保障，可持续发展战略的实施才能从幼稚走向成熟，从肤浅走向深沉。 本研究从传统伦理学和生态伦理学的基本观点和方法入手，以可持续 发展战略和政策的制定与实施为依据，力图从理论和实践相结合的角 度，讨论可持续发展伦理观确立的的重要性和必要性，尝试对可持续 发展伦理的本质、内涵和手段进行分析，初步确立起一个有关可持续 发展伦理体系的框架模式。论文逻辑结构或框架安排按照“总一分一 总”的逻辑次序展开，主要观点包括：提出“可持续发展本质上是一 种新型伦理观”的基本结论；提出可持续发展伦理“三维度”和“三 价值”的对称性分析框架；在生态伦理和代际伦理之外，首次提出域 际伦理的概念及分析体系；从制度创新的角度提出我国可持续发展伦 理的实现模式。 关键词：可持续发展 伦理 研究 AbstractThe Abstract The proposal of sustainable development together with its worldwide consensus and implementation re[Iresents every country’s keen wish to tackle the environmental ISSUES currently threatening human existence and increasingly deepening cognition of developmental problems．To maintain me scientific．reasonable and sustainable nature of this rational developmental pattem,we should establish not only the basic poficy direction in practice but alSO the mechanisms of self evaluation，self confinement，self reflection，and self regulation．History and reality reveal further that wim the inereasinglY serious damage to the ecological systern and environmental crisis，implementing the strategy of sustainable development on a more comprehensive and profound dimension requires not only technological，economic， and legal means but alSO ethical beliefs and correspondent ethical mechanisms．0nly with ethical beliefs as base and ethical mechanisms as a safeguard，can the implementation of sustainable development move from childishness to maturity and from superficiality to profundity． Beginning with the basic viewpoints and methodologY of订aditio删and ecological ethics．with the proof of the proposal and implementation of sustainable development strategies and policies，in the perspectives of theory and practice，this research attempt
