⑧ ⑧ 硕士学位论文 MAS’rER’STllESlS Abstract As Chinats market will be totatly open to the outside world after it has joined t量le Wbrld Trade Organization(嘲), Chinds gate-owned economy will be naturally melted into the world economy in every field,which will certainly确ng the new challenge as well as good chance to China/s state-operated enterprises with regard to the exploitation ofmanpower resources。 Under the guidance ofDen Xiao-ping/s theory and other foundamental theories or principles on the USe and availability of manpower resources in terms of politics, economics,management science,pschology and market study,etc,the author has expounded the importance and emergency of the study on the development of manpower resources·based on a plenty ofdetailed analytical results in this respect in combination with the WTO Charter,function and principle。In this paper,the author will first explore the challenge and chance ofexploiting manpower resources in state—owned enterprises after China has become a WTO member,and then thoron曲ly examine the current condRion of manpower resources in state-ran companies as well as take a dose look at all sorts of problems and phenomena as to the inadequacies in this rispeet concerning the WTO requirements and regulations Afterwards,the author will detailedly analyze the cause of these problems and phenomena。Finally the author has presented four principles regarding the exploitation of manpower resources。so as to meet the WTO requirements in the new situation。The four principles are as follows:wholly optimize the deployment of workforce;creating opportunities for employees to perform to the best of their ii potential;mofivating potential;mofivating and recvarding ecnployees for their fBrther development and innovation and raying$tress on、the principal one of all the turners to be dealt with.
