However, financing is a difficult problem facing these enterprises’ surviving and developing for many years. Domestic scholars have made continuous efforts on this problem, but we don’t get any effective improvement. Domestic scholars began to notice that small and medium enterprises’ financing needs is come from the supply chain. Small and medium-sized enterprises are a part of the supply chain. So in order to solve its’ financing problem, we must use the overall perspective of the supply chain. Supply chain finance changes enterprises’ inventories into funds and fills the small and medium-sized enterprises’ gap of supply chain with the credit of the core businesses from the point of view of the whole supply chain. With the layout of the national logistics industry planning, logistics industry as one of top ten pillar industries of China is playing an important role in the national economic structure. And its expansion is furthering the third-party logistics’ development in specialization and scale. With the deepening relation between more specialized logistics and national economy, the third-party logistics create condition for supply chain finance. Those financial difficulties of small and medium-sized enterprises can be solved by supply chain finance with the help of third-party logistics. In fact, supply chain finance is at the exploratory stage of financial industry, in extensive mode of operation, not well-established in management system and still higher practice operating cost. Compared with the traditional mode of financing, supply chain finance is still relatively small scale of business, even some commercial banks have not involved in this business plan.
