I I 摘 要 题目:即墨市纪检监察人员绩效考评研究 学科名称:工商管理 研究生姓名:焦 亚 琳 研究生签名: 导师姓名:胡 利 利 副教授 导师签名: 答辩日期: 摘 要 建立和完善公务员绩效考评体系是提高政府绩效的重要手段。加强和完善公务员绩 效考评对建设高效廉洁政府、加强公务员队伍建设、增强应对新形势新任务的挑战等,具 有重要作用。2006 年 1 月 1 日实施的新《公务员法》规定公务员考评的基本标准是德才 兼备,从德、能、勤、绩、廉五个方面考评公务员,重点考评工作实绩。但是,目前对公 务员的绩效考评仍然在指标构建、标准设计及方法选择等方面存在着诸多问题和缺陷。研 究建立科学、规范的公务员绩效考评体系因此变得尤为重要。 本文以即墨市纪检监察机关为研究样本。首先,研究综述了绩效考评及相关理论, 调查分析了即墨市纪检监察人员绩效考评背景情况、绩效考评现状和存在的考评主体思想 认识不到位,考评指标设置不科学,考评方法陈旧单一,考评过程缺乏沟通等主要问题, 进行了国内外公务员绩效考评的比较研究;其次,以绩效考评相关理论为指导,选择运用 要素评定法、专家咨询法、职位说明书查阅法、层次分析法构建了即墨市纪检监察机关人 员绩效考评指标体系;进而,综合运用模糊层次综合评价法、360 度绩效反馈法等构建了 考评模型。论文最后探讨提出了确保绩效考评方案顺利实施的配套措施。本文的研究成果 对促进我国基层纪检监察机关公务员绩效考评的科学化、规范化具有一定的借鉴意义。 【关 键 词】纪检监察人员 绩效考评 模糊层次综合评价 【论文类型】应用研究 西安理工大学工商管理硕士学位论文 TITLE: PERFORMANCE APPRAISAL OF COMMISSION STAFF FOR INSPECTING DISCIPLINE: A CASE STUDY OF JIMO Major: Master of Business Administration Author: Jiao Yalin Signature: Tutor: Hu Lili Signature: Date of Answer: Abstract It apparently appears that one of the most important modes of setting up an effective government is to establish a complete performance appraisal system to be implemented over the civil servants. In fact, it is of great importance to strengthen and complete the performance appraisal for building a highly efficient meanwhile honest and clean government, enhancing the construction of civil servant contingent and improving the ability of coping with the new challenges arisen from the change of circumstance and mission. Fortunately our country has gone somewhere in this respect, for example, Civil Servant Law has been made and began to be implemented on January 1st, 2006, which provides that the fundamental criterion for appraising civil servants is they must combine ability with political integrity. Any civil servant will be appraised from such five aspects as moral integrity, intellectual ability, industriousness, performance and incorruptibility, with the emphasis laid upon performance.
