II II BASIC PUBLIC SERVICES FAIR PERSPECTIVE OF RURAL INFRASTRUCTURE SUPPLY DIFFERENCE RESEARCH ——LUZhAI COUNTY IN GUANGXI AS AN EXAMPLE ABSTRACT Recent years, with the developing of the new socialist countryside, some rural infrastructures have been perfect. But the infrastructures of remote areas are still very poorly. So the infrastructures in different countries form a big gap. Then it is a big contrast with the target of “The equality of basic public services” from the sixth plenum of the 16th CPC central committee. The paper builds an indicator system and a model to estimate the rural infrastructure .Through the system and the model find that the infrastructures in different type countries are very difference. On the basis of Rawls’s Maximum Minimum welfare function, the paper measures the level of the rural welfare. And then it forms a compensation order from low to high. Thereby the compensation order provides a reason to find out the least beneficiaries and push the Difference Principle. The rural infrastructure providers affect the difference of the rural infrastructures. It means that the providers affect the difference. This paper argues that the providers are divided to the government, the rural cooperative organization and villagers. Then the paper analyzes the reason of the difference in the rural infrastructures by three aspects. The three ways include the government behaviors, the development and maturity of cooperative organization and the villagers’ individual behavior. The analysis found, under the system arrangement of taking the supply providers part in, presents a positive correlation between the supply providers’ level of participation and the degree of rural infrastructure. It provides the basis to choose what kind of the rural infrastructure supply mode in LUZHAI.
