I I 摘 要 基本农田是耕地的精华。建立基本农田数据库，加强基本农田保护，对于我国经济 的可持续发展和国家的长治久安具有极其重要的战略意义。然而，目前的基本农田数据 现势性和质量参差不齐，已成为制约基本农田数据库建设的瓶颈。只有妥善地对基本农 田数据进行整合以满足数据库建设的需求，同时科学合理地进行数据更新，才能保证基 本农田数据库的生命力。因此，本文针对这些问题展开了下列研究。 (1)在分析《基本农田数据库标准》（草稿）等相关标准的基础上，顾及基本农田数 据的地域性、连贯性和实用性，对基本农田数据库中的空间要素分层、属性表结构、非 空间数据管理模式等进行了研究。 (2)以矢量图形为重点研究了数据整合方法，按照“数据检查”贯穿整合全程的思 路设计整合流程，对整合各环节可能出现的问题提出了“基于语义的数据格式转换”等 相应的解决方案。 (3)分析了基本农田规律性变化与随机性变化共存、时空分布差异与变化频率关系 密切等特点，提出了采用径向基函数（RBF）神经网络模型预测数据变化并进行针对性 更新调查的方法，详细探讨了抽查区域与抽查频率的确定、RBF 神经网络模型、土地管 理日常工作等关键问题。根据当前基本农田保护和电子政务系统建设的实际情况，提出 了集中式与分布式相结合的基本农田数据库体系结构，设计了“行政控制”与“技术控 制”相结合的数据更新流程，采用“离线编辑” 与“在线编辑”相结合的方式，实现 了基本农田数据库安全、合法、高效的更新。 关键字：基本农田数据库；数据整合；数据更新；径向基函数神经网络模型 II II Abstract Prime cultivated land is the essence of cultivated land. Establishing prime cultivated land database to intensify the protection of prime cultivated land is extremely significant to the sustainable development of national economy and long-term stability of the country. However, the prime cultivated land data is irregular in both real time and quality, which has become the obstacle for the establishment of prime cultivated land database. With the prime cultivated land data integrated to meet the demand of constructing database, the vitality of prime cultivated land database can be sustainable. Therefore, the study aiming at the problems above is presented as follows. With the relevant standards such as “Prime Cultivated Land Database Standard”(draft) analyzed and the regionalism, coherence and practicality of prime cultivated land data taken into account, the layering of space factor, the structure of property table and the management mode of non-space data of prime cultivated land database are studied. The method of data integration is studied in detail for vector graph. Then integration process is designed with the thought of “data check” which is through the whole process. And corresponding solutions which may appear in each step is proposed, such as “the conversion of data form based on semantics”
