Based on the current domestic and foreign study and relevant theoretical integrated study on medical insurance system, taking Shaoxing for example, this article analyzes the civic present situation about the basic medical insurance system, summarizes the fruit achieved so far as well as the problems including lacking systematicness and integrity, the wide difference on fundraising and compensation guideline, frequent occurance caused by “systematic temptation” and inconsistency of management system. It further touches upon the real cause hidden by all these problems: lack of legislation standard and systematic design of the system; the government function out of place; shortage of financial support; the existence of difference between town and country; the vacancy of the third party as buyers. According to these cause and effect, the article puts forward the thinking of integratedly developing the basic medical insurance system, remove census register barriers and set up basic medical insurance system for all the people, remove section barriers and set up uniform medical insurance system for all the people, and remove policy barriers to set up and reset up the orientation of the government in the basic medical security system. The article submits detailed information about setting up a entirely new system characterized with “more coverage and more layers”, about setting up consistent fundraising and compensation mechanism, and about setting up consistent relevant regulatory agency and reasonable division among the government, individual, family and work unit.
