科学发展观视角下构建服务型政府研究 科学发展观视角下构建服务型政府研究 摘要 敢革政府管理模式、提高政府公共服务效能已成为世界性的政府改革 潮流。当代中国正处于经济和社会的转型期，我们已经进入到一个深刻而 府杂的改革新阶段，随着改革的不断深化，广大民众日益迫切需要政府转 型。2003年10月，胡锦涛总书记在中国共产党十六届三中全会上明确提出 了科学发展观。温家宝总理在2005年3月第十届全国人民代表大会三次会 议上，第一次提出努力建设服务型政府，创新政府管理方式。这为中国政 府的转型指明了方向。科学发展观的提出及其内在要求广泛应用于实践， 为服务型政府的构建提供了新的理论视角和实践突破口。 科学发展观是中国共产党在新世纪提出的最引人注视的新思想观念， 对社会主义进行了新阐释，是中国特色社会主义理论的丰富和发展，是推 进整个社会主义现代化及其各项事业健康发展的指导思想。建设服务型政 府也必须以科学发展观为指导。以人为本、全面、协调、可持续的科学发 展观涵盖了服务型政府的要求，规定了服务型政府的人民性质，明确了服 务型政府的工作重点，揭示了服务型政府建设的核心价值。正是基于科学 发展观与服务型政府的密切联系，文章从科学发展观出发，探讨了构建服 务型政府的基本理论、科学发展观与构建服务型政府的内在联系、我国政 府改革的目标要求以及我国构建服务型政府的理论依据和具体实践，在详 细分析我国构建服务型政府过程中遇到的困境及其原因的基础上，提出构 建服务型政府的路径选择。 关键词：科学发展观 服务型政府 路径选择 Under Under the scientific development concept angle of view constructs the service government to study ABSTRACT The reform government management pattern，enhances the government collective services potency to become the worldwide basis government to reform the tidal current．Contemporary China is being in the economical and society’S transition period，we already entered to one profound and the complex reform new stage，along with reform unceasing deepening，general populace day by day urgent need government reforming．in October,2003，General Secretary Hu Jintao proposed the scientific development concept explicitly at the Communist Party of China 1 6 Third Session．Premier Wen Jiabao in the March， 2005 tenth National People’S Congress three conferences，first time proposed that constructs the service government diligently,the innovation government mode of administration．T11iS has indicated the direction for the Chinese governments reforming．Scientific development concepts statement and the intrinsic request widely apply in the practice，to serve governments construction to provide the new theory angle of view and to practice the breach． The scientific development concept is the Communist Party of China proposes in the new century most directs the new ideological concept which the human gazes，has carried on the new expla
