摘 摘 要 我国是煤炭能源消耗大国，同时也是世界产煤大国，消费总量和能源产 量均占世界70％左右。改革开放以来，我国经济得到迅速发展，煤炭能源需 求量逐年增加，一些煤炭企业单纯追求经济效益忽视安全生产，造成重大安 全事故的事件屡见不鲜。煤炭企业安全生产评价及管理问题，已成为当前煤 炭领域的重要研究课题。 我国煤炭安全生产和煤炭安全生产评价存在诸如生产管理弱化，监察体 制欠佳；安全投入不足、技术落后、生产设备老化；缺乏综合、系统的评价 标准等问题。究其原因，既有经济利益驱动问题，也存在人员素质和技术等 问题。 煤炭安全生产评价旨在加强安全生产的全流程管理，防患于未然。加强 安全生产评价、构建体现自然、人为、设备三因素的综合评价体系，并在评 价中注意标准的统一性与灵活性相结合，加强评价机构的规范化、提升评价 数据的真实有效性，有助于提升煤炭安全生产水平、又好又快发展煤炭行业 经济。 论文在构建基于自然、人为、设备三维的煤炭安全生产评价模型的基础 上，以双鸭山矿业集团为实例、进行实证分析，找出提升双矿安全生产评价 及管理水平的改进措施，进而对我国煤炭企业的的安全生产评价及管理工作 提出一定的建议。 该论文有图3个，表lO个，参考文献51个 关键词：煤炭企业；安全生产；评价模型 AbStraCtChina AbStraCt China is a large coal consumption and producing country in the word．It accounts f．or about 70弓名of the consumption and energy producing．Since the reform and opening，China’s economy deVeloped rapidly，resulting in energy demand for coal increased year by year．Some coal enterprises attach great importance to economic efficiency，ignoring the saf．ety．production，resulting in many m旬or accidents． EValuation of coal production and management of enterprise security issues has become an imporrtant subj ect in the coal fieIds． There are many problems in China‘s coaI production safety and safe production assessment f coal production and managemem eValuation，such as weakening of poor ‘monitoring system； security inadequate inVestmem， backward technology，production equipment aging；1ack of a comprehensiVe， svstematic evaluation of standards and other issues．Both economic bene疗ts issues and quality of personnel and technoIogy are its’reasons． Evaluation of saf．ety of coal production is used to enhance the whole process safety management，and take preVentiVe measures．StrengtheIuling the safety evaluation，building a comprehensiVe eValuation system reflecting the natural，human，equipmem，combiIling unity and nexibility，enhancing the standardization of and enhancing the true evaluation of the efrectiveness of the data wiH help enhance the safe production of coal in the level of sound and rapid development of the coal industry econom
