硕士生：杨庆峰 硕士生：杨庆峰 (签名)塑塑杰!毖 指导教师：李龙清 (签名)差垒缅 缪寅生 (签名)乏鎏!塑立 摘要 全面预算管理是企业内部控制的一种有效方法，它对明确企业目标、协调部门关系、 控制日常活动、评价工作业绩等具有重要的作用，被看成是“使企业的资源获得最佳配 置的一种方法”。我国虽然已有不少企业推行了预算管理，但在煤炭企业还为数不多， 还没有形成一套完整的预算管理的理论和完善的预算管理体系，对预算管理的研究和实 践仍处在不断探索中。 本文首先阐述了企业全面预算管理模式的丰富内涵，然后分析了国内外企业全面预 算管理研究和实践的状况，对现代煤炭企业全面预算管理体系进行了完整和科学的分 析，其中包括煤炭企业全面预算管理的内容体系、全面预算管理的过程、全面预算管理 的组织体系、程序体系、方法体系，强调了煤炭企业全面预算管理实施控制体系以及考 核评价体系，继而研究了煤炭企业生命周期中在不同阶段应选择的预算管理模式。 在理论分析的基础上，本文对大水头煤矿预算管理的实践进行了阐述，提出了矿井 全面预算管理体系的设计方案，设置了高效的预算管理运行组织，明确了矿井全面预算 的编制步骤与方法，应用多种预算方法及数理统计的财务预测方法对矿井的成本管理进 行了深入的研究分析，同时，研究并设计了矿井预算管理控制与激励相结合的预算考评 体系。 关键词：煤炭企业；全面预算；预算管理体系：预算管理模式 研究类型：应用研究 Subject Subject ：Research on Comprehensive Budget Management of Enterprise and its Practice in Mine Name ：Yang Qing Feng(Signature)盖擘乒妇 Specialty：Mining Engineering Instructor： ABSTRACT The comprehensive budget management is the one of most effective method of intemal control of enterprise，it is to make clear the goal of enterprise，coordinate the relation between various departments，control daily activity，appraise working achievement etc．its vital role is regarded aS，”the method may lead the resources of enterprise to obtain best production and gain more profit”．Although Our country has carried out the many enterprises of the budget management，it has not formed one set of the complete theory of budget management and the consummate budget management system in the coal mine．The research and the practice of budget management still occupies unceasingly explores This article had fwst analyzed the condition which the domestic and foreign enterprises on study and practice of comprehensive budget managemem．It elaborated the characteristic and the function of enterprise’S comprehensive budget management，it carried on the integral and the scientific analysis for the modem enterprise’S comprehensive budget management system including the content system，process system，organization system，program system， method system of the comprehensive budget management，as well
