水网地区城市水系规划管理研究 —以江苏省XX市XX新区为例 (修改稿) 20 摘要 城市水系是城市存在和发展的基础,是塑造城市景观空间环境的载体，是体现城市资源、生态环境和空间景观质量的重要标志，是城市总体空间框架的有机组成部分。实现城市建设和水环境的和谐统一，构建具有浓郁水乡特色的城市水环境是水网地区城市水系规划管理的主要目标。 本文首先通过相关分析、研究，明确城市水系是水网地区城市塑造水乡特色的重要载体，加强对城市水系的规划管理具有重要意义。然后，分析了目前水网地区城市水系规划管理中存在的问题和问题产生的原因。接着，以本人参与的XX市XX新区的水系规划建设管理为例介绍了目前较为成功的城市水系规划管理措施以及人水相亲、和谐共处的水系规划建设理念。最后，从城市水系规划管理过程中的构成要素完善角度有针对性地提出系列规划管理措施完善城市水系的规划管理：建立科学民主的规划决策机制、提高规划管理者的管理水平和审批能力、加强政府部门之间协调；加强城市水系规划管理法规体系建设；提高水系规划编制科学性；完善涉水规划建设活动的规划公示制度和监督机制等。 关键词：水网地区 城市水系 河道蓝线 规划管理 ABSTRACT Urban water system of urban existence and development are based, are shaping the urban landscape of the space environment carrier embodies urban resources, the ecological environment and spatial landscape quality of the important symbol of the city in general an integral part of the space frame.
