些塑坠塑 些塑坠塑 ABSTRACT The municipal system is mainly defined by its organizational system，regime structural system and administrative management system．Originating from the move,’lent of regional autonomy the late Qing Dynasty and early Republic of China，the municipal system reform in modem China didn’t its fundamental changes until 1920s．Guangzhou became the first establish modem municipal system，which served model to the other parts of the country． This paper mainly discusses the evolution of Guangzhou’S municipal system in the period of the Republic of China．This be roughly divided into three stages： The first stage(1912—1918)：In the early Republic of China，the old administrative management system of the Qing Dynasty still continued，which governed the urban and rural whole．Although city was where all level feudal governments were located，it didn’t have any organizations manage itself． The second stage(1918-一1930)：The Guangzhou municipal system had gone through some drastic changes from the Municipal Station the City Hall then to the City Government· Influenced by concessions and Hong Kong，promoted by the new intellectuals of Lingnan culture， and supported by the military—political figures such Sun Yat。sen and Chen Jiong—ming,these changes met the needs of urban political，economic development that time．The promulgation of‘‘the Temporary Regulations in Guangzhou’’and the practice of new municipal system make Guangzhou ahead of other cities the country in municipal reforms，and with the reputation model city that time． The third stage(1930—1949)：While the national government initiated municipal system be adopted nationwide，Guangzhou municipal system was finalized basically with only limited development in the turbulent situations． The new Guangzhou municipal system had its distinctive characteristics follows：First， innovation of modern China’S municipal system，and imitation of West municipal system； Second，dramatic revolutionary tendency．The advocates of the new Guang
