中文摘要高等教育自学考试(以下简称高自考)是我国教育发展和改革的产物，是中 中文摘要 高等教育自学考试(以下简称高自考)是我国教育发展和改革的产物，是中 国独具特色的高等教育形式，是中国教育史上的创举。经过20多年的发展，高 自考取得了很大成绩。截至2002年上半年，全国自学考试累计报考人数达3700 万人，累计毕业生370万人，为我国教育事业作出了突出贡献，有力地支持了天 津市的社会主义建设。 面对信息化社会的大趋势，面对高自考的蓬勃发展，高自考要想生存发展， 就应该在信息化建设上有所突破。以人工翻检为主的管理方法己成为高自考进一 步发展的瓶颈。建立新的电子教务系统，实现计算机对高自考的各个环节全面管 理已成为信息化建设的首要任务。 本文以天津市高自考教务管理为背景，深入分析了高自考教务的计划、考务、 考籍管理的独特需求，借鉴我国高校成熟电子教务系统的经验，提出了面向高自 考的电子教务系统模式。该模式的主要特点是：采用项目事件流转的方法解决工 作环节之间的衔接问题，一站式管理服务以及先进的电子支付手段方便了考生和 高自考管理部门，毕业处理的自动化方法解决了高自考业务的难点，并实现了与 国家高自考管理系统的无缝联结。 面向高自考的电子教务系统面向考生、助学点、主考校和各级高自考管理单 位，涵盖了高自考教务工作的各个环节，必将为我国商自考事业的发展作出巨大 贡献。 关键词：高自考、电子教务、信息化 ABSTRACTThe ABSTRACT The higher education examination for self-taught people(abbreviated as the higher education self≈aught examinationl iS a consequence of educational development and the reform in our country,a distinctive higher education form of China，and an invention in the education history of China After developing for over 20 years．the self-taught examination of higher education made great achievements．Till the first half of 2002，the number of people who participate in the examination has been uD to 37 million and the number of graduates was 3．7 miIlion．which made outstanding contributions to our country’S educational undenaking．and supported the socialist construction ofTianiin effectively Facing the main trend of the information．based society and the flourishing development of the higher education sel“aught examination．if the higher education self-taught examination wishes to survive and develop in the future，it should break through to some extent in information construCtion．The Office procedure ofbrowsing and checking artificially has already become the boRleneck in the further development of higher education self-taught examination．It has already been a primary task in the information construction to set up new electronic educational administration system and then realize the computer a11．round management to every link ofthe higher education selgtaught exami
