AbstractIn Abstract In Das kas kapital，Mars revealed that property right was actual ly a kind of economic relation between human beings formed by means of property through deep resesrch on the ownership of the land． In many chapters of thiS book，he made resesrches on the relations between property rights of each society，and established a scientific theoretical system of property right．In particular，he analyzed the nature of property system(i．e．the ownership of property)from a highlY abstract point of view，and discussed the concrete forms of property ownership and the law of its movement． In Decision on Certain Matters on the Improvement of The Socialist Economic and Market System which was put through in the Third plenary Session of the 16”Central Commi ttee of the C．P．C．，ther theory was built up that the kernel and main content iS the property right on the basiS of Marx*s theory of property right，andmodern system of property ownership must be established including the contentsof undisputed belongings，clear and definite right and responsibi 1 ity， strict protection and convenient circulation．ThiS iS of great significance in guiding the establishment of the system of administration of water right． In reference of Marx*s theory of property ownership and in 1 ine Ⅳith the spirit of establishing a modern system of property ownership made hy the Tird Plenary Session of the 16“Central committee of the C．P．C．。whi 1e using for reference the achievement of westernt of western modern property economy，thiS paper tries to reveal the natural and necessary relation between the theory of property II ownership ownership and the administration of water right through the anaiyze ON the current necessity and urgency of the establishment of a system of the administration of water right in accordance with the objective demand of the economi C market system and the cont inuance of the deveiopment of the utilizati
